
More messages of congratulations have been received from heads of states and governments on the occasion of Seychelles’ Golden Jubilee of its independence.
H.E. Mr. Emmanuel Macron, the President of the French Republic, looked back on the resilient and longstanding friendship between France and Seychelles, that has allowed our countries to develop strong bilateral ties of great calibre. He underlined his wish to see these ties continue to flourish in areas of mutual interest. President Macron also stressed the importance that France gives to their relationship with the Seychelles in the context of the Indian Ocean region, expressing his eagerness to work on strengthening the regional framework for maritime security, disaster risk management, developing agricultural trade, as well as Mayotte’s regional integration. He ended his message by highlighting the need for both countries to continue working to preserve a just international order founded on the rule of law and robust multilateralism.
Cuban President, H.E. Mr. Miguel Díaz-Canel Bermúdez extended his warmest congratulations to President Herminie on the occasion, noting that the occasion provided a fitting opportunity to reaffirm Cuba’s commitment to continuing to work toward strengthening the exemplary ties of friendship and cooperation between the two countries.
On his side, the President of the Republic of Italy, H.E. Mr. Sergio Mattarella underlined in his message that Seychelles was a valued and welcoming tourist destination for thousands of Italians each year and warmly congratulated President Herminie and the people of Seychelles on the occasion of the country’s Golden Jubilee of its independence.
H.E. Mr. Guy Parmelin, President of the Swiss Confederation also joined other world leaders in congratulating the President on this important milestone, noting that this Golden Jubilee anniversary was an opportune moment to praise Seychelles’ journey since attaining its independence. President Parmelin also pointed out his appreciation for the cordial relationship between the Swiss Confederation and Seychelles, spanning 45 years, as well as frequent exchanges, especially on the multilateral scene.
The President and Prime Minister of Nepal respectively, also sent their well wishes to President Herminie and the people of Seychelles. In his message, H.E. Mr. Ramchandra Paudel, President of Nepal extended his cordial felicitations and best wishes for President Herminie’s good health and happiness as well as for the continued progress and prosperity of the people of Seychelles. On his side, H.E. Mr. Balendra Shah, Prime Minister of Nepal, noted that he was confident that the friendly relations existing between Nepal and the Seychelles will further grow in various areas of mutual interest and benefits in the years ahead.
The President’s Zimbabwean counterpart, H.E. Dr. Emmerson Dambudzo Mnangagwa also extended his heartfelt felicitations for the occasion and expressed his satisfaction with the existing cordial relations between Zimbabwe and Seychelles. He assured President Herminie of his commitment to deepening and broadening the scope of the bilateral relations and to strengthen cooperation at the multilateral level on issues of mutual concern.
In his message, H.E. Mr. Cyril Ramaphosa, President of the Republic of South Africa, conveyed his warmest greetings and sincere congratulations to President Herminie and the people of Seychelles and also reaffirmed his government’s desire to further enhance and consolidate the excellent bond of friendship that exists between South Africa and Seychelles.
The President of the Arab Republic of Egypt, H.E. Mr. Abdel Fattah Al Sisi seized the occasion to reaffirm the importance that Egypt attaches to its amiable and fraternal ties with Seychelles, hoping that the existing bilateral relations will be further elevated in various areas of common interest for the mutual benefit of its brotherly peoples. He extended his sincere greetings and best wishes for the country’s progress and prosperity.

Additionally, she Coordinates requests for rental of protocol equipment and the sale of the Seychelles National Flag.
Before her appointment as Ambassador, Ms. Cillia Mangroo served as Executive Director in the Office of the Minister at the Ministry of Finance, National Planning, and Trade. She brings over 18 years of experience within the Ministry, with a strong focus on trade-related matters.
Ambassador Mangroo has held several senior positions throughout her career. From March 2022 to August 2025, she served as Executive Director in the Minister’s Office. Prior to that, she was Principal Secretary for Trade from March 2017 to March 2022. She also represented the Ministry internationally, serving as Trade Attaché in Brussels from 2010 to 2012, and later as Chargé d’Affaires a.i. at the Seychelles Mission in Geneva in 2012.
In addition to her professional roles, Ambassador Mangroo has chaired and served on numerous national committees, panels, and government boards. She is also a published author, having contributed to Trade Multilateralism in the 21st Century with her work titled “The WTO Accession of Seychelles: Lessons from a Small Island Economy” (2017).
She holds a Master’s degree in International Trade Law from the University of Turin, Italy, and a Bachelor’s degree in Economics and Finance from the University of Manchester, England.
