Le Ministre des Affaires étrangères et de la Diaspora, M. Barry Faure a reçu ce lundi 20 juillet l’Ambassadeur Désigné de la République Algérienne Démocratique et Populaire auprès de la République des Seychelles, S.E. Monsieur Miloud Benmakhlouf, à la Maison Quéau de Quinssy, ȧ la veille de sa cérémonie d’accréditation.
Le Ministre Faure a souligné le symbolisme de cette rencontre en rappelant que cette année marquait le cinquantième anniversaire de l’établissement des relations diplomatiques entre les deux pays. Une étape qui, selon lui, devrait servir de tremplin stratégique pour renforcer davantage les relations bilatérales et bâtir un partenariat moderne, dynamique et tourné vers l’avenir.
Il a proposé, à cet égard, la création d’une nouvelle Commission Mixte, qui viserait à donner un nouvel élan à la coopération dans divers domaines d’intérêt commun.
Les deux diplomates ont ainsi discuté de coopération dans les domaines de l’éducation, des échanges et du renforcement des compétences des journalistes seychellois, de l’assistance technique algérienne en ce qui concerne l’ingénierie, le logement, le développement urbain et le sport, sans oublier l’athlétisme et le football aux Seychelles.
Le Ministre Faure a également proposé de revisiter et de mettre à jour l’Accord relatif aux services aériens qui date de plus de quarante ans. La modernisation de cet accord permettra aux deux pays, selon lui, de concrétiser et d’améliorer les échanges commerciaux, aériens et maritimes, ainsi que le tourisme.
On notera que la recommandation de créer des opportunités d’échanges entre les Chambres de commerce algériennes et seychelloise a aussi été mise en avant.
L’Ambassadeur Désigné Benmakhlouf a accueilli favorablement les propositions relatives à une assistance technique de l’Algérie dans divers domaines. Il a toutefois souligné la nécessité d’actualiser certains cadres juridiques et d’engager des discussions en vue de la conclusion de nouveaux cadres juridiques visant à renforcer la coopération dans de nouveaux secteurs.
On retiendra que la mise à disposition de bourses, de partage de bonnes pratiques dans les domaines maritime, de la santé et de l’agriculture ont également été abordés pendant la rencontre.

Oversees consular cases, provides assistance to Seychellois nationals in distress abroad.
Responsible for processing applications from Diplomatic Missions and Ministries Departments and Agencies (MDAs) for access to the VIP Lounge at the Seychelles International Airport in line with relevant policies.
Additionally, she Coordinates requests for rental of protocol equipment and the sale of the Seychelles National Flag.
Before her appointment as Ambassador, Ms. Cillia Mangroo served as Executive Director in the Office of the Minister at the Ministry of Finance, National Planning, and Trade. She brings over 18 years of experience within the Ministry, with a strong focus on trade-related matters.
Ambassador Mangroo has held several senior positions throughout her career. From March 2022 to August 2025, she served as Executive Director in the Minister’s Office. Prior to that, she was Principal Secretary for Trade from March 2017 to March 2022. She also represented the Ministry internationally, serving as Trade Attaché in Brussels from 2010 to 2012, and later as Chargé d’Affaires a.i. at the Seychelles Mission in Geneva in 2012.
In addition to her professional roles, Ambassador Mangroo has chaired and served on numerous national committees, panels, and government boards. She is also a published author, having contributed to Trade Multilateralism in the 21st Century with her work titled “The WTO Accession of Seychelles: Lessons from a Small Island Economy” (2017).
She holds a Master’s degree in International Trade Law from the University of Turin, Italy, and a Bachelor’s degree in Economics and Finance from the University of Manchester, England.
Responsible for giving visibility to the Department through its website, Press Releases and social media platforms, and coordinate with Seychelles Diplomatic Missions abroad in the promotion of Seychelles Foreign Policy in their respective jurisdictions.
