The High Commissioner-designate of the Republic of Ghana to the Republic of Seychelles, H.E. Mr. Benjamin Anani Quashie paid a courtesy call on the Minister for Foreign Affairs and the Diaspora, Mr. Barry Faure, at Maison Quéau de Quinssy on Monday, 20 July 2026.
Minister Faure began by congratulating High Commissioner-designate Quashie for his upcoming accreditation as the Ghanaian High Commissioner to Seychelles and noted that his appointment reflected Ghana’s steadfast commitment to further enhance the enduring the deep-rooted friendship between the two nations.
The two diplomats touched on the MoU’s signed back in 2024, notably a Bilateral Air Services Agreement which aims to strengthen bilateral cooperation and enhancing air transport connectivity between the two countries, laying the foundation for increased trade, tourism and people-to-people exchanges.
Minister Faure expressed the Government interest in exploring collaboration with Ghana in the field of health, where they hoped to conclude an MoU which would bring mutual benefits in advancing healthcare priorities. He also thanked Ghana for participating in last year’s fortieth edition of the Festival Kreol, noting that their participation contributed to the success of the festival. High Commissioner-designate Quashie gave his assurances that Ghana would again participate this year.
Minister Faure also sought Ghana’s support for Seychelles’ nomination of the Mission Ruins of Venn’s Town for inscription on the UNESCO World Heritage List.
High Commissioner-designate Quashie underlined Ghana’s willingness, as a coastal country itself, to learn more from the Seychelles, describing the country as a trailblazer in the field of the Blue Economy, noting that the necessary formalities could be done to expedite the negotiations for an MoU in the field.
Education was another field which was discussed, whereby Minister Faure thanked the Ghanaian government for its valuable contribution through the provision of teachers, which has played an important role in supporting Seychelles’ education system.
High Commissioner-designate Quashie also reiterated his confidence in the existing bilateral relations between the two countries and expressed his hope to continue to strengthen it during his tenure, notably through cultural and educational exchange programmes, the ratification and operationalisation of the MoU’s signed in 2024 and the establishment of a Joint Commission on Bilateral Cooperation between the two countries. He also noted that he looked forward to exploring more avenues of collaboration.
People-to-people connections, support on the multilateral scene, ensuring food security through key agricultural partnerships and continued strengthening of a relationship which was forged long before the establishment of diplomatic ties, also featured among the topics discussed.

Oversees consular cases, provides assistance to Seychellois nationals in distress abroad.
Responsible for processing applications from Diplomatic Missions and Ministries Departments and Agencies (MDAs) for access to the VIP Lounge at the Seychelles International Airport in line with relevant policies.
Additionally, she Coordinates requests for rental of protocol equipment and the sale of the Seychelles National Flag.
Before her appointment as Ambassador, Ms. Cillia Mangroo served as Executive Director in the Office of the Minister at the Ministry of Finance, National Planning, and Trade. She brings over 18 years of experience within the Ministry, with a strong focus on trade-related matters.
Ambassador Mangroo has held several senior positions throughout her career. From March 2022 to August 2025, she served as Executive Director in the Minister’s Office. Prior to that, she was Principal Secretary for Trade from March 2017 to March 2022. She also represented the Ministry internationally, serving as Trade Attaché in Brussels from 2010 to 2012, and later as Chargé d’Affaires a.i. at the Seychelles Mission in Geneva in 2012.
In addition to her professional roles, Ambassador Mangroo has chaired and served on numerous national committees, panels, and government boards. She is also a published author, having contributed to Trade Multilateralism in the 21st Century with her work titled “The WTO Accession of Seychelles: Lessons from a Small Island Economy” (2017).
She holds a Master’s degree in International Trade Law from the University of Turin, Italy, and a Bachelor’s degree in Economics and Finance from the University of Manchester, England.
Responsible for giving visibility to the Department through its website, Press Releases and social media platforms, and coordinate with Seychelles Diplomatic Missions abroad in the promotion of Seychelles Foreign Policy in their respective jurisdictions.
