On Monday, 20 July 2026, the Ambassador-designate of the Slovak Republic to the Republic of Seychelles, H.E. Mr Maroš Mitrík, paid a courtesy call on the Minister for Foreign Affairs and the Diaspora, Mr Barry Faure, at Maison Quéau de Quinssy.
The meeting provided an opportunity to reaffirm the longstanding and cordial relations between Seychelles and Slovakia and to review areas of existing cooperation, particularly in capacity building and education, with a focus on medicine and dentistry. The discussions also explored opportunities to further strengthen collaboration through specialised professional training and enhanced partnerships between academic and healthcare institutions in the two countries. In this context, both sides noted that the signing of a Memorandum of Understanding in the field of Health would provide an important framework for expanding bilateral cooperation.
The discussions also highlighted the potential to deepen collaboration in higher education through stronger institutional partnerships between the University of Seychelles and higher education institutions in Slovakia. Particular emphasis was placed on the development of joint academic programmes and professional capacity-building initiatives in areas aligned with Seychelles’ national development priorities and Slovakia’s technical expertise.
Looking ahead, both sides underscored the value of establishing a broader framework to guide future bilateral engagement. They agreed that a General Cooperation Agreement could serve as an umbrella framework for the conclusion of sector-specific agreements and the advancement of cooperation across areas of mutual interest. They also exchanged views on the possible conclusion of an Agreement on Mutual Legal Assistance in Criminal Matters.
Minister Faure expressed Seychelles’ appreciation for Slovakia’s continued support for the implementation of the Antigua and Barbuda Agenda for SIDS (ABAS), the Multidimensional Vulnerability Index (MVI), and the operationalisation of the Loss and Damage Fund. He reaffirmed Seychelles’ commitment to further strengthening its partnership with Slovakia and expressed confidence that bilateral cooperation would continue to expand in support of the shared interests and development priorities of both countries.

Oversees consular cases, provides assistance to Seychellois nationals in distress abroad.

Before her appointment as Ambassador, Ms. Cillia Mangroo served as Executive Director in the Office of the Minister at the Ministry of Finance, National Planning, and Trade. She brings over 18 years of experience within the Ministry, with a strong focus on trade-related matters.
Ambassador Mangroo has held several senior positions throughout her career. From March 2022 to August 2025, she served as Executive Director in the Minister’s Office. Prior to that, she was Principal Secretary for Trade from March 2017 to March 2022. She also represented the Ministry internationally, serving as Trade Attaché in Brussels from 2010 to 2012, and later as Chargé d’Affaires a.i. at the Seychelles Mission in Geneva in 2012.
In addition to her professional roles, Ambassador Mangroo has chaired and served on numerous national committees, panels, and government boards. She is also a published author, having contributed to Trade Multilateralism in the 21st Century with her work titled “The WTO Accession of Seychelles: Lessons from a Small Island Economy” (2017).
She holds a Master’s degree in International Trade Law from the University of Turin, Italy, and a Bachelor’s degree in Economics and Finance from the University of Manchester, England.
Responsible for giving visibility to the Department through its website, Press Releases and social media platforms, and coordinate with Seychelles Diplomatic Missions abroad in the promotion of Seychelles Foreign Policy in their respective jurisdictions.
A vacancy exists for the position of Attorney-General in the Republic of Seychelles.
Applications are invited from persons who are qualified under Article 76, read in conjunction with Article 126, of the Constitution of Seychelles, for appointment as Attorney-General.
A person shall hold office as Attorney-General for a term of not more than seven years and is eligible for reappointment at the end of a term of office.
The Attorney-General shall during his or her term in office be the principal legal adviser to the Government.
